Dear Mr. President

I have your memorandum of the 11th instant in reference to the removal of the second, third and fourth class passenger accommodations of the German Steamships PENNSYLVANIA, PRESIDENT GRANT, and PRESIDENT LINCOLN. I have assumed that the Shipping Board was satisfied that the stability of the ships would not be affected by the proposed change, or that they would not have made the recommendation. I think your inquiry is very pertinent and I have brought it to the attention of the Board.
