My dear Colonel House
Enclosed please find copy of a memorandum which I submitted to the Chairman of the Shipping Board on the 25th ultimo, together with copy of an Executive Order which was drafted by our legal adviser, Mr. Joseph P. Cotton, of Spooner & Cotton, 14 Wall Street, and Mr. George C. Henderson, legal adviser of the Shipping Board, both of whom informed me independently before drafting the order that it was within the power of the President to take the action proposed.
