M E M O R A N D U M

The British authorities have intercepted a letter which shows that Kuhn Loeb and Company have, at the request of Messrs. N. M. Warburg and Company, Munich, transferred securities to the nominal value of over $1,250,000. to the account of the Stockholm Handelsbank.
The British Embassy are instructed to warn the United States Government privately and confidentially that these securities are in fact enemy property and that, as there is no impediment to communication between the Handelsbank and Warburg, enemy firms can freely edeal with these securities without disclosing the fact that the dealings are for enemy account.
