My dear Colonel:

I have your letter of the 31st. I expect the President acted more wisely than either you or I would have done, in waiting until the whole world, as well as all of our citizens would see that patience had ceased to be a virtue, and that we had done all we could to keep the peace. I am going to let the President read your letter. Of course, the regulations forbid your being taken into the active service, but nevertheless, it would please the President to see the spirit of it.
