Woodrow Wilson
Hon. William G. McAdoo,
Secretary of the Treasury.
The Act making appropriations to supply deficiencies for the fiscal year ending June 30, 1917, approved April 17, 1917, contains an item of $250,000 for “Relief, Protection and Transportation of American Citizens in Europe” “to be expended at the discretion of the President.”At the request of the Secretary of State, I am writing to request that you allot this appropriation to the Department of State to be used at its discretion for the object designated.
