My dear Dr. Eliot,
Your letter of November 17th contains weighty matter and has given me a great deal to think about on my way over to the other side, which will be helpful in establishing the various elements of the problem clearly in my mind. I foresee that it will probably not be possible to go as far as you suggest in the matter of rapidly developing an actual international force, but I am daily more hopeful of the possibility of accomplishing something very substantial in the form of a League of Nations.
