Insert in Sec. 28:
Immediately after putchasing such bonds the Bank, under regulations to be prescribed by the Secretary of the Treasury and the Board, shall, from time to time, as and when the National bank notes secured by such bonds are redeemed, exchange such bonds with the Treasurer of the United States, to an amount not exceeding at par the aggregate amount of the face value of such redeemed notes. Such exchange shall be for an equal amount at par of refunding notes hereinbefore authorized, and, etc., etc.,
