Dear Mr. Strong,
I send you herewith draft of a letter which perhaps meets the case. I would like any suggestions you have to make.I have sent a copy of the letter to Secretary Hughes and will send a copy to the President, but have not yet had their reports on it. It may be that we do not need to take any particular care but it might be that such circumstances would arise that would make it of importance.
