From Leffingwell for Strong, care Morgan, Harjes and Company.Your letter July 25th received. We have indicated to Blackett for the British and to Deneuflize and Bloch for the French that we think it important to undertake discussion of funding demand obligations at the earliest opportunity of their governments. It is of course essential that in these discussions their governments should be authoritatively represented in Washington. Much obliged for your letter and the light it throws upon the whole situation. The truth is that our whole plan for financing Europe’s requirements is and must remain in advance (abeyance) pending the ratification of the treaty.
