My dear Mr. Leffingwell:

I am enclosing herewith for your information copy of the cable which this Department has despatched in order to carry out the request contained in your letter of July 2d, 1919, to facilitate the work of Governor Strong of the Federal Reserve Bank of New York in connection with the purchase by the bank of approximately 700,000,000 German gold marks.There is also enclosed a letter of introduction for Mr. Strong to the Diplomatic Officers of the United States at London, Paris, Brussels and The Hague. Will you be kind enough to deliver this letter to Mr. Strong?
