A. H. Wiggin,Chase National Bank,
New York City.
Attorney General has given opinion that proposed cotton loan fund does not violate any of the antitrust laws of the United States. Have advised Boston and Philadelphia of this fact. Opinion will be published. Earnestly hope that this matter can now be quickly closed up and shall be glad if you will press it in every direction that you can. Chicago has subscribed eleven million of twenty allotted. Can you not induce them to take other nine?
