Dear Mr. President

I beg to submit herewith, for your approval, a proclamation licensing certain additional food operators excepted from prior proclamations. It has been found that, in order to carry out in an effective manner the regulations governing licensed operators, it is necessary to make these regulations affect all of those concerned in the industry.
