Dear Mr. President

I submit herewith, for your approval, rules and regulations governing the importation, manufacture, storage, and distribution of white arsenic and other insecticides containing arsenic. These rules have been prepared with great care under my directions, and aim to insure as far as possible an adequate supply of arsenic at reasonable prices for use in insecticides and other essential uses during the coming year.
