Dear Mr. President
I beg to report that the allotment of funds made by you from the appropriation for National Security and Defense, aggregating Eighty Thousand ($80,000) dollars, has been entirely appropriated. The present expenses are running at the rate of approximately Twenty-five Thousand ($25,000) dollars per week.
The major portion of the expenses arises in the Conservation Department, by virtue of printing and distributing home directions, house tags, pledges, etc. in millions. The results, as proved by information from millers, packers, garbage concerns, show the entire success of the campaign, and it is not too much to hope that we shall accomplish the saving of foodstuffs to the value of from one to two billions of dollars during the year, that is, an individual saving of from 3¢ to 6¢ per day per capita. I need not discuss its economic and international importance. Our present staff consists of some 313 paid clerks, stenographers, etc., and 104 volunteers here in Washington, and we have a few specialists to whom we are compelled to make liberal expense allowances in lieu of their wlack of personal means.
Under these circumstances, and in view of the uncertainty of just when the direct Congressional appropriation will become available, I venture to suggest that a further allotment of One Hundred and Fifty ($150,000) Thousand dollars be made to continue the immediate work of organizing the Food Administration.
