Dear Mr. Tumulty
We have been collecting from all the sources that we could the names of five men from each state that might do for submission to the President for State Commissioners in case we set up the Food Administration.
We have got lots of these lists and we are combining them into charts, with proper notes, and as soon as we get the whole thing compiled I would like to have a meeting with you to go over the whole situation and get your views. We are not going to make appointments without full approval in all quarters.
The Governor of New Jersey apparently did not consider our telegram confidential although we phrased it as such, and in any event there seems to be a good deal of a mixup in that quarter. Most of the governors have given an entirely impartial and non-political list, but this case seems to be one that is going to be hard to handle. However, I do not propose to bother you until we get all material in hand.
Yours faithfully,
[Hoover]
