Dear Mr. President
In order to meet necessary expenses for preparatory work pending legislation regarding food administration, I venture to ask that you be good enough to place at my disposal the sum of $10,000 or such part of this sum as may be necessary.
I presume that this amount would be taken from the fund of $100,000,000 placed in your hands for purposes of national defense under the provisions of the Deficiency Appropriation bill.
