PROGRAM<br /><space dim="vertical" extent="2" units="em"></space>[Seal of the United States.]<br /><space dim="vertical" extent="3" units="em"></space><date value="1917-03-05"><render as="smallcap" rend="inherit">March Fifth<br />Nineteen Hundred and Seventeen<br /><br /></render></date><space dim="vertical" extent="3" units="em"></space>PROGRAM OF THE CEREMONIES<br /><render as="smallcap" rend="inherit">attending the<br /></render>[Seal of the United States.]<br /><br /><space dim="vertical" extent="3" units="em"></space>AT THE NATIONAL CAPITOL<br /><date value="1917-03-05"><render as="smallcap" rend="inherit">march fifth<br />nineteen hundred and seventeen<br /><br /></render></date><space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Platform Tickets<br /><br /></render><space dim="vertical" extent="1" units="em"></space>Tickets to the platforms on the north and south of the center platform, designated as A and B, <render as="smallcap" rend="inherit">do not admit to the <place rend="inherit" link-pointer-type="place">Capitol Building</place>.</render>Tickets admitting to platform A must be presented at the entrances thereto on the north (near the <place rend="inherit" link-pointer-type="place">Senate wing</place>).<br /><br />Tickets admitting to platform B must be presented at the entrances thereto on the south (near the <place rend="inherit" link-pointer-type="place">House wing</place>).<space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Cards of Admission</render><space dim="vertical" extent="1" units="em"></space>The capacity of the galleries is limited, therefore it will be impossible to allot more than two cards of admission to each Senator and Senator-elect, or more than one to each Representative, Delegate, and Resident Commissioner of the House of Representatives.<br /><br />Cards of admission to the <render as="smallcap" rend="inherit">Senate Floor</render> (except those for Members-elect) will be good only at the bronze door (at the head of the steps on the east front of the <place rend="inherit" link-pointer-type="place">Senate wing</place>) and at the door beneath the arch under these steps.Cards of admission to the <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">East Galleries</render></place> will be good only at the bronze door (at the head of the steps on the east front of the <place rend="inherit" link-pointer-type="place">Senate wing</place>) and at the door beneath the arch under these steps.<br /><br />Cards of admission to the <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">West Galleries</render></place> will be good only at the north door of the <place rend="inherit" link-pointer-type="place">Senate wing</place>.All cards to the galleries and to the floor of the <place rend="inherit" link-pointer-type="place">Senate Chamber</place> will also entitle the holders to seats on the inaugural platform.The two eastern doors and the north door of the <place rend="inherit" link-pointer-type="place">Senate wing</place>, as above described, will be open at 10 o’clock am to those holding cards of admission. Persons presenting themselves at any other entrance will be refused admission.<space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Entrance to the Senate Galleries</render><space dim="vertical" extent="1" units="em"></space>The section of the Gallery known as the <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">Senate Reserved Gallery</render></place>, on the eastern side, between the <place rend="inherit" link-pointer-type="place">Ladies’ Gallery</place> and the <place rend="inherit" link-pointer-type="place">northeastern Reserved Gallery</place>, will be set apart for guests of <personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">the President</personref>, <personref refurl="x4002314" reg="Thomas R. Marshall" link-pointer-type="person">the Vice President</personref>, <personref reg="Williard Saulsbury, Jr." link-pointer-type="person">the President of the Senate pro tempore</personref>, <personref refurl="x4002960" reg="Champ Clark" link-pointer-type="person">the Speaker of the House of Representatives</personref>, the Supreme Court, Members of the Cabinet, and Senators. Special cards will be issued for this <place rend="inherit" link-pointer-type="place">Gallery</place>, and <render as="smallcap" rend="inherit">no one</render> will be admitted without such card.<br /><br />The <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">Diplomatic Gallery</render></place> will be reserved exclusively for the families of members of the Diplomatic Corps, and cards thereto will be distributed by <personref refurl="x4004680" reg="Robert Lansing" link-pointer-type="person">the Secretary of State</personref>. The <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">Press Gallery</render></place> will be reserved exlcusively for the correspondents of the press. Cards thereto will be countersigned by the <personref link-pointer-type="person">Chairman of the Press Committee</personref>, and will entitle the holders to proceed to the place reserved for them on the platform while the procession is forming and prior thereto.The <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">Northeast Reserved Gallery</render></place> and the <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">Ladies’ Gallery</render></place> will be reserved for the guests of Senators.<br /><br />The three <place rend="inherit" link-pointer-type="place"><render as="smallcap" rend="inherit">West Galleries</render></place> will be reserved for the guests of Representatives; and the cards will be distributed by the Representatives who are members of the Committee on Arrangements, to whom Representatives, Delegates, and Resident Commissioners should apply on or before <date value="1917-03-01">March 1</date>.<space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Entrance to the Floor of the Senate Chamber</render><space dim="vertical" extent="1" units="em"></space>The doors of the <place rend="inherit" link-pointer-type="place">Senate Chamber</place> will be opened at 11 o’clock am to those entitled to seats on the floor of the Senate.<br /><br /><personref link-pointer-type="person">The Sergeant at Arms of the House of Representatives</personref> will distribute cards of identification to Members-elect, who are requested to accompany the Representatives of the Sixty-fourth Congress and enter the <place rend="inherit" link-pointer-type="place">Senate Chamber</place> at the south door.<personref refurl="x4004680" reg="Robert Lansing" link-pointer-type="person">The Secretary of State</personref> will distribute cards of admission to the <place rend="inherit" link-pointer-type="place">Senate Chamber</place> to the Ambassadors and Ministers of foreign countries, and they are requested to enter at the Senate bronze door and to assemble in the <place rend="inherit" link-pointer-type="place">Marble Room</place> from whence they will be escorted to <place rend="inherit" link-pointer-type="place">the floor of the Senate</place> and announced.<br /><br /><personref link-pointer-type="person">The Sergeant at Arms of the Senate</personref> will distribute cards of admission to all others entitled to the <place rend="inherit" link-pointer-type="place">floor of the Senate</place>, and they are requested to enter at the Senate bronze door or the door beneath the arch under the bronze door.Those entitled to admission to the <place rend="inherit" link-pointer-type="place">floor of the Senate</place> will be shown to their seats upon entering <place rend="inherit" link-pointer-type="place">the Senate Chamber</place>.The Supreme Court, preceded by its officers, will enter <place rend="inherit" link-pointer-type="place">the Senate Chamber</place> at 11.45 am and be announced.Retiring Members and Members-elect, preceded by the officers of the House of Representatives, will enter <place rend="inherit" link-pointer-type="place">the Senate Chamber</place> in a body at 11.50 am and be announced.<br /><br /><space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">The Procession to the Inaugural Platform</render><space dim="vertical" extent="1" units="em"></space>After the conclusion of the organization of the Senate, those assembled in <place rend="inherit" link-pointer-type="place">the Senate Chamber</place> will proceed through <place rend="inherit" link-pointer-type="place">the Rotunda</place> to the platform on the center portico of <place rend="inherit" link-pointer-type="place">the Capitol</place> in the following order, viz:<row align="left" valign="top" border="none"><cell rend="inherit" rows="1" cols="1" align="left" valign="baseline" border="none"><personref link-pointer-type="person">The Sergeant at Arms of the Senate</personref> and the <personref link-pointer-type="person">Sergeant at Arms of the House of Representatives</personref>.<br /><br /><personref link-pointer-type="person">The Marshal</personref> and <personref link-pointer-type="person">the Clerk of the Supreme Court</personref>.<br /><personref reg="Edward Douglass White, Jr." link-pointer-type="person">The Chief Justice</personref>, <personref link-pointer-type="person">Associate Justices</personref>, and <personref link-pointer-type="person">Reporter of the Supreme Court</personref>.<br /><personref link-pointer-type="person">The President</personref> and <personref link-pointer-type="person">the Chairman</personref> of the Committee on Arrangements.<br />The Committee on Arrangements.<br />Amabassadors to the United States.<br />Ministers Plenipotentiary to the United States.<br />Ex-Presidents.<br />Ex-Vice Presidents.<br /><personref refurl="x4002314" reg="Thomas R. <render as="bolditalic" rend="inherit"><br />Order of Procession from the Galleries</render><space dim="vertical" extent="1" units="em"></space>The occupants of the galleries will be escorted by officers in charge to the platform in the following order:Those occupying <place rend="inherit" link-pointer-type="place">the Diplomatic Gallery</place> and the galleries to the east therof will proceed down the east stairway to the south side of <place rend="inherit" link-pointer-type="place">the Senate Chamber</place>, the line halting at the east side of the south door. Those occupying galleries west of <place rend="inherit" link-pointer-type="place">the Diplomatic Gallery</place> will proceed down the west stairway to the south side of <place rend="inherit" link-pointer-type="place">the Senate Chamber</place>, the line halting at the west side of the south door. When the rear of the procession from <place rend="inherit" link-pointer-type="place">the Senate floor</place> shall have passed, those on the east of the south door will follow, and, when they shall have passed, those on the west side of said door will follow.While the Senators-elect are being sworn in and the procession formed, the correspondents of the press will proceed in a body down the west steps leading from the gallery, through <place rend="inherit" link-pointer-type="place">the Rotunda</place>, to the seats reserved for them on the platform.<br /><br /><space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Proceedings on the Inaugural Platform</render><space dim="vertical" extent="1" units="em"></space>On reaching the platform <personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">the President</personref> will occupy the seat reserved for him, <personref reg="Edward Douglass White, Jr." link-pointer-type="person">the Chief Justice</personref> on his right and the Committee on Arrangements with the Sergeant at Arms of the Senate on his left. Ex-Presidents, ex-Vice Presidents, Associate Justices of the Supreme Court, <personref refurl="x4002314" reg="Thomas R. Marshall" link-pointer-type="person">the Vice President</personref>, <personref link-pointer-type="person">the Secretary of the Senate</personref>, Senators and ex-Senators will occupy seats on the right.<br /><br />Retiring Members of the House and Members-elect will be seated on the right next to and behind the Senate.The Diplomatic Corps will occupy the seats on the right of <personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">the President</personref>. Governors of States and Territories, Members of the Cabinet, the ranking <personref link-pointer-type="person">Admiral of the Navy</personref>, <personref reg="Hugh L. Scott" link-pointer-type="person">the Chief of Staff of the Army</personref>, and the officers of the Army and Navy who, by name, have received the thanks of Congress, will occupy seats on the left.<br /><br />Such other persons as are included in the preceding arrangments will then be seated.When all are assembled, the oath of office will be administered to <personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">the President</personref> by <personref reg="Edward Douglass White, Jr." link-pointer-type="person">the Chief Justice</personref>.<personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">The President</personref> will then deliver his Inaugural Address. Upon the conclusion of the Address the Members of the Senate, preceded by <personref link-pointer-type="person">the Sergeant at Arms</personref>, <personref reg="Williard Saulsbury, Jr." link-pointer-type="person">the President of the Senate pro tempore</personref> and <personref link-pointer-type="person">the Secretary</personref>, will return to <place rend="inherit" link-pointer-type="place">the Senate Chamber</place>. <personref refurl="x4000418" reg="Woodrow Wilson" link-pointer-type="person">The President</personref> and <personref refurl="x4002314" reg="Thomas R. Marshall" link-pointer-type="person">the Vice President</personref>, accompanied by the Committee on Arrangements, will proceed to <place rend="inherit" link-pointer-type="place">the White House</place>.<space dim="vertical" extent="3" units="em"></space><render as="bolditalic" rend="inherit">Regulations for the Senate Wing</render><space dim="vertical" extent="1" units="em"></space>All doors of <place rend="inherit" link-pointer-type="place">the Rotunda</place> will be closed and passageways leading thereto will be kept clear. No person will be permitted to pass from <place rend="inherit" link-pointer-type="place">the House wing</place> through <place rend="inherit" link-pointer-type="place">the Rotunda</place> except Members, Members-elect, and the officers of the House of Representatives. All entrances to <place rend="inherit" link-pointer-type="place">the Senate wing</place> (except the three heretofore mentioned) will be closed on the night of <date value="1919-03-04">March 4</date> and kept closed until after the inaugural ceremonies. All persons having the right of admission will be admitted <render as="smallcap" rend="inherit">only</render> at the Senate bronze door, the door beneath the arch under the bronze door, and the north door. <personref link-pointer-type="person">The Sergeant at Arms of the Senate</personref> is charged with the execution of these arrangements.<br /><br /><row align="left" valign="top" border="none"><cell rend="inherit" rows="1" cols="1" align="left" valign="baseline" border="none"><render as="smallcap" rend="inherit"><person refurl="x4008076" reg="Lee S.
