Dear Mr. White

The Japanese Chinese Delegation has furnished me with copies of portions of cablegram which it has received from the Chinese Legation in Washington, dated July 154, 1919. The following sentences are of interest, particularly the last;--

“Press reports say many Senators as bitter against Shantung matter as against League and that amendment will be offered on floor to strike out Shantung provision. Press also reports the President as having said that he was not satisfied with Shantung settlement, but that there was informal understanding Japan was to eventually make acceptable agreement with China.”
