869. Feb. 25, 6, pm. Following telegram of Feb. 21, 6 pm received from Legation, Peking.

“I have the honor to call your attention to the great importance of treating the Chinese preferential rights granted by Article 5, Section 4 of the Shantung Treaty of March 6th, 1898 as absolutely extinguished China's declaration of war, so that they could not be revived except by a new grant which would be contrary to the open door policy established after 1898 and to the rights of friendly powers.”
