My dear Mr. President

I have received your letter of June 12th concerning Captain Hornbeck's recommendation regarding additional guarantees in connection with the Shantung question and have discussed this general question with our Far Eastern Experts as well as with certain members of the Chinese Delegation.

I am, of course, quite ready to present this matter specifically to Baron Makino but I fear that a mere conversation would not tend to improve the situation. In the memorandum which I sent you on June 3rd the following recommendation was made:

“That an effort be made to secure from the Japanese Delegation a statement, in the form of an official undertaking so ennunciated that it may be considered a binding part of the Peace settlement, as to what the Japanese Government “intends to 'restore' in Shantung and the time wsithin which it is intended that the restoration shall take place.”

and the substance of certain specific pledges was suggested. I still feel that anything less than the undertaking outlined above will complicate rather than improve the situation, but I shall be glad to see Baron Makino if you think it desirable.
