My dear Mr. SecretaryRobert Lansing

I have been impressed by Colonel Hornbeck's recommendation and am interested to know that our Minister in Peking repeats it. Will you not be kind enough to see Baron Makimo and present the matter to him very earnestly in the light of the desirability, not to say necessity, of quieting opinion in China and making the fulfillment of the Treaty provisions possible without serious friction? I think you cannot urge it upon him too strongly.
