My dear Mr. Straus:

Your letter of September thirteenth was very welcome, and I am sincerely obliged to you for your courtesy in enclosing the editorial from the Times.
I have had a great many very serious thoughts about the tolls exemption, and you may be sure that when the right time comes (at the regular session of Congress) I will try to find the wisest and most effective way of handling it. I am cordially obliged to you for your friendly suggestion.
