My dear Senator:

I want to thank you for your very generous note of the twenty-fifth of February which has cheered me very much.
If you felt willing to do so, I am sure it would be of great service to me if you would make a public statement to the effect that you now favor a repeal of the tolls exemption.
I cannot tell you how deeply gratified I am by the generous attitude of the Senators towards me who realize that the chief responsibility for foreign relations rests upon the Executive and that the present situation is a delicate and trying one./p>With much regard,
