My dear Mr. Moore
Hon. John B. Moore,
Department of State.
Knowing as I do that you are at work on a paper which I feel will be of the greatest consequence in every way, I venture to suggest for the proper part of the paper phrases something like the following:
“The affairs of Mexico touch the commercial and material interests of other countries, but they touch our life and the happiness, the liberty, and the essential welfare of all the peoples of this hemisphere. Our interest and responsibility, therefore, stand in a case by themselves.”
I know that you will pardon this suggestion. I am heartily glad that you are at work on this all important matter.
