My dear Mr. President

I enclose a despatch just received from del Valle. He does not seem to be favorably impressed with Carranza. Possibly Carranza is irritated because of our refusal to allow them to take arms across the border, or possibly he is irritated because of our warning in regard to the Americans who were arrested.
You will note that del Valle is now on his way to the City of Mexico. I think it might be well to ask him to go down into Zapata’s country, which is just below the City of Mexico, and get an idea of what is going on there. It might also be worth while to have him go to the capitals of some of the states around the City of Mexico so that we can have a more complete knowledge of the sentiment of the country.
