My dear Mr. Secretary

Thank you for the enclosed endorsements of Dr. William H. Leavell. I shall put him on the list of the men to be considered. I am, of course, at heart in sympathy with your suggestions about the various men you mention from the Southern states, but I must say there is coming to be a little point in the objection being raised that we are giving an undue proportion of offices to men south of the Mason and Dixon line. But I am going to ponder the matter very carefully, and am, as you know, at work on the list at every moment I can get.
