Sincere congratulations on obtaining the services of Mr. Moore for the State Department. Your Chinese policy is wise American and popular, and recent changes in the Department will aid you greatly in quickly righting ourselves. At no time has the dismemberment of China proceeded so rapidly as since the formation of the six power group. Think of Professor Paul Reinsch of Wisconsin for the post of Secretary for the South American states.
