My dear President Wilson

Let me congratulate you most sincerely on your treatment of the “Six–power Loan” to China. The “Dollar Diplomacy”, which would involve our national authority and even the force of arms in connection with foreign loans was, it seemed to me, one of the most dangerous features of the late administration.
