Memorandum for the President:

The Cable Censor’s Office of the Navy Department telephones that they have an incoming story from London to the effect that the President is planning to visit England, and ask if they shall release it for publication in this country. The story is apparently being published in England.

[Handwritten below the typed memorandum]:
No, because it is false
