My dear Mrs. Bass:
I am very much disturbed about the desire of the women to be represented at the Peace Commission, because I had assigned the whole matter of the commission before I received their petitions, and have been unable to announce the selections because I have not yet authoritatively learned from the other side how many delegates would be expected. I am afraid it is too late to consult the other governments about this matter, and I should feel obliged to consult them before taking any action of my own, even if I were free,in view of the circumstances stated above, to take it.
