MEMORANDUM FOR Mr. Tumulty.
- The President transmitted to me for reply the message from Colonel House of the 22nd, regarding assisting in the transportation of released French, British, American, Italian and Roumanian prisoners of war now at German ports.
- I am attaching a copy of my reply to Colonel House.
