My dear Mr. Ford:
By direction of Secretary Redfield, I have to request that hereafter the word "Negro" (both singular and plural) be capitalized wherever it appears in the publications of the Department of Commerce. I shall appreciate it if you will give such instructions to compositors and proofreaders in your Office as will bring about this result.
