Dear Sir:
I am in receipt of your letter of May 6, and am glad to know that Bulletin 129 of the Bureau of the Census meets with your approval. I find that you have written a similar letter to the Director of the Census which he is answering in somewhat greater detail. I can assure you that it is the desire of this Department to deal fairly with the Negro people in all respects, and I congratulate you on the progress which the Negro race seems to be making as indicated by the census figures.
