Dear Mr. President:

I enclose--

No. 1. A cablegram received late last night from General Pershing. Please note the paragraph marked with red pencil; the rest of it you have seen.

No. 2. A cablegram just received from General Bliss.

No. 3. A cablegram which I have sent General Bliss. This I thought it wise to send to make quite sure that General Bliss understands the situation and will not be misled by what he would perhaps assume to be your views unless warned as shown in the underscored sentence.

No. 4. A cablegram which I think I should send General Pershing, since this matter has now been brought officially to my attention by him.
