My dear Mr. Secretary:
Will you not be kind enough to ask our ambassador at Paris to convey my most cordial greetings to the Mayor and City authorities of Bar-le-Duc and to say how deeply I share the pleasure of all the civilized world in the rapid redemption of French territory from the German arms, adding that all Americans have appreciated the way in which the French people have taken care of the American troops.
