Dear Mr. President:-
I venture to invite your particular attention to the enclosed telegram from London, which shows another act of German duplicity, this time perpetrated by the German Secretary of State for Foreign Affairs Solf.
I also enclose a clipping from this morning’s newspaper showing the direct result of Silf’s [sic] instructions to General von Kress.
