Text

Appreciate the confidence reposed in me and am willing to urge an armistice upon the Entente if the Bulgarian government will authorize me to say that the conditions of the armistice are left to me for decision and that the Bulgarian government will accept the conditions I impose. Otherwise I should not be hopeful of the result of mediation on my part at this juncture in so vital a matter.
