Public Utilities
My dear Mr. President:
In connection with the discussion at the Cabinet meeting yesterday of Public Utilities or, more particularly, the street railway situation of the country, I enclose the copy of a memorandum of June 1st, 1918, prepared for Mr. Shaw of the War Industries Board by Mr. Addis M. Whitney whom I have known very well since our college days together. I believe you will find the memorandum well worth glancing over, if not reading carefully.
Mr. Whitney is an experienced man in the matter of public utilities and is giving his services freely to the Government. I think you may rely upon his statements and upon his judgment. You may possibly, after reading the memorandum, desire to see Mr. Whitney and if you do I shall be very glad to notify him. He is very clear and brief in presenting the case of public utilities, which is his specialty.
