Dear Governor:
Here is a copy of a letter from Lord Robert Cecil in reply to the one I wrote him about the League of Nations.
I do not agree with his conclusions. He would make the League an innocuous affair and leave the world where it is now.
I enclose a clipping from an English paper giving Arthur Henderson’s view of the subject, which I think more nearly represents the body of opinion everywhere.
