Dear Sir:
I am in receipt of your letter of March 16th, with reference to the special report on negro population, to be prepared by the Bureau of the Census. The matter was referred to the Director of the Census for his consideration, and he has advised me that on account of the pressure of uncompleted Thirteenth Census work he will not be able to take up this special report for a few months. However, he has already selected the men who will have charge of the preparation of this publication. The report this time will be much more comprehensive than the one based on the Twelfth Census.
