My dear Mr. Secretary:
Mr. Hugh MacRae of North Carolina came in to see me yesterday with Senator Simmons and left with me the memorandum which I take the liberty of sending you with this. He prepared the memorandum before many things had been done and said which have recently been said and done and admits that many of his suggestions have already been acted upon.
I expressed the opinion to him, and ask your serious consideration of it, that it would be feasible for the Department of Agriculture...something similar to what Secretary Daniels did when he formed the Advisory Committee of which Mr. Thomas A. Edison has acted as chairman and which has done a very useful and extended work in bringing to the assistance of the Navy Department many of the best technical services of this country. Do you not think it would be feasible to work out some of Mr. MacRae’s suggestions in a similar way?
