Memorandum for Assistant Secretary Williams.
I have your memorandum of the 3d instant relative to your visit to this Bureau on the evening of the 2d instant, and have very carefully noted all you state therein.
I could not put in writing many things in regard to the matter referred to by you which it would be well to take up, but will discuss the same with you when you call at this Bureau.
