My dear Admiral

I send you a copy of a personal letter to me from Rear Admiral McCully, with some photographs which may be of interest to you. I think possibly you might like to let the President know of some of the things contained in the letter, so I have marked a few paragraphs, although I quite understand that a definite policy has been adopted in regard to our troops in northern Russia.

I presume the President will not care to keep this letter, so I will ask you to return it to me when you have finished with it, and, of course, you will exercise your own discretion about mentioning the subject matter to him at all, as seems best to you.
