My dear Allen:

The enclosed letter, which is the result of my writing to the Secretary of Agriculture, shows that they do not quite catch your point (Houston may catch it when he comes back). I shall write them that as I understand it what you want is to be put into touch with them so that you can cooperate with them and get the benefit of their advice. In the meantime, I send you Mr. Harrison's letter.

I conferred with the War Department and think that you can rely on being exempted if you ask again, as I think you ought, for it is entirely justified by the circumstances.
