From Mexico to Berlin, No. 13, March 27, 1917.

Both despatches were deciphered in accordance with my special directions by Magnus. Both, as is the case with everything of a politically secret nature were kept from the knowledge of the Chancery officials. Telegram No. 1 was received here in cipher 13040, while Kunkel, who is at present employed here, thinks he remembers that it was sent off by the Washington Embassy, like all telegrams sent here in cipher from Cape Cod. The originals in both cases were burned by Magnus and the ashes scattered. Both despatches were kept in an absolutely secure steel safe, procured specially for this purpose and installed in the chancery building, in Magnus' bedroom, up to the time when they were burned.

Reply to Tel. 21 . Order carried out. Cable despatch No. 18 is still missing.

With a view to making preparations for the period after the war, I suggest if possible the immediate appointment of Herr Lubecl, compare Report No. 69 of 3rd Nov. as Commercial Adviser to the Embassy.
