Petrograd.

(a) Turkish agent has arrived her via Stockholm sent officially to Russian Government by Turkish opposition. He states that Turkey is ripe for revolution and displacement of Sultan, murder of Enver, and separate peace. He is authorized to offer as follows:Opening of Dardanelles, destruction Bosphorus forts, autonomy for Mesopotamia and Armenia. He demands guarantee for the retention of Constantinople and present territory in Europe. He reports extreme distress in Turkey. He is seeing leaders of all parties here. If agreement is reached it would be useful to arrange revolt in Bohemia at same time.

(b) Coalition Government formed, but not expected to last more than three weeks when all Russian SOVIET is assembled,. BOLSHEVICS have confidence that army will leave (group undecipherable) on 12th. General Staff expect grave trouble. Workmen and Soldier's Council now completely under control of extreme left.
