From Mexico to Berlin, No. 20, April 21, 1917.

The President told me that the American Ambassador yesterday offered him all kinds of help; and received the answer that a douceur of this kind was unnecessary. His attitude would remain strictly neutral.

The Imperial Minister in Guatemala reports that, from a conversation which he had yesterday with the President, it appeared not quite impossible that Guatemala might yield to the pressure of the USA.

The President, who enters on his term of office on 1st May, requests a renewal of my credentials. The matter is urgent, in order to avoid my being ranked with the representatives of the smaller States. I request therefore a ciphered Telegram accrediting me addressed from His Majesty the Emperor "to President Venustiano Carranza".

For Telefunken Co., urgent 18th April.

Receiving with height doubled and frequency increased sometimes weak and sometimes inaudible. Disturbances enormously strong. Experiments are being continued.

A handwritten note in the upper right corner reads "Page 11."
