My dear Mr. Secretary
<p>I have your letter of February twentieth and concur in your judgment that General Pershing's repeated requests that you should visit our expeditionary forces in France should be complied with. I believe that it will add to the morale, not only of our forces there, but of our forces here, to feel that you are personally conversant with all the conditions of their transportation and treatment on the other side, and I believe that it will be serviceable to all of us to have the comprehensive view which you will bring back with you.</p>
