Before Allies' intervention Mexico bought 4 machines for making cartridges in Japan. A factory is shortly to be established. I am providing the workmen, Relations with Japan no closer. Relations between Guatemala and Germany broken off. Telegram No. 35 received. Nos. 18 and 24 are missing. Shall report their arrival. President begs that Nauen may speak to this place without calls from 3 to 7 a.M., German time. E
