Dear Governor

I am enclosing you a copy of a letter from Lawrence Lowell which explains itself.

I should be sorry to see this matter placed in the hands of such a committee as the Executive Committee of the League to Enforce Peace suggests, for it would add to the difficulties rather than solve them.

The letter I wrote to Lord Robert Cecil, a copy of which I sent you, was merely my tentative views. I am giving the subject considerable thought and when I see you-- which I hope may be soon-- I would like to go into it in detail..

Do you think it would satisfy Taft, Lowell, Root and others if you told them that you expected the Peace Inquiry to cover this ground?
